  1. Absolute sense Simon. Sounds so easy but ultimately it needs resource. Resource. Resource. Resource. Not masses but some. Human resource and a bit of dosh behind it. Town halls have to be hired etc etc. So the one thing missing from this is the same old barrier – financial commitment – a challenge from you to all to put their money where there mouth is! Ugly the truth isn’t it?

    • Yes, you are right. The stubborn resistance of Govt to put decent resource behind this sort of thing is a constant source of frustration to me. Read my next piece on data and it will be a theme of this too.
